How to plan staffing coverage for shifts

Coverage planning asks whether the operation has enough eligible people in the places and periods that need them. It is a demand problem as much as an assignment problem.

Plan staffing coverage by defining required headcount for each shift, adding location-specific minimums where needed, comparing that demand with the eligible employee pool, and reviewing shortages caused by leave, work patterns, hour limits, location restrictions, or other scheduling rules.

Measure demand first

A shift with no defined staffing requirement cannot meaningfully be called covered or uncovered. Start with the number of people the work requires.

Break demand down by location when necessary

If a service area needs two people and another needs three, store those as separate requirements instead of one generic five-person target.

Evaluate the eligible pool

Headcount in the employee directory is not the same as headcount available for a specific shift. Constraints can reduce the pool dramatically.

Review partial coverage honestly

A partially filled shift should remain visibly short so managers can intervene before the schedule is treated as complete.
